GTZ and DANIDA work together

SPEED is a programme jointly supported by the Ghanaian Ministry of Finance and Economical Planning, German Technical Cooperation (GTZ) and by the Danish International Development Agency. It is implemented on behalf of GTZ and DANIDA by the German Consulting Group Gesellschaft für Organisation Planung und Ausbildung (GOPA).

As such SPEED is a platform for harmonisation and donor coordination as well as a partner for the Government of Ghana for creating a favourable business environment for micro, small and medium sized companies.

German Technical Cooperation (GTZ)

As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH supports the German Government in achieving its development-policy objectives. It provides viable, forward-looking solutions for political, economic, ecological and social development in a globalised world. Working under difficult conditions, GTZ promotes complex reforms and change processes. Its corporate objective is to improve people's living conditions on a sustainable basis.

As part of German Development Cooperation, GTZ is implementing its support for SPEED Ghana on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

GTZ is a federal enterprise based in Eschborn near Frankfurt am Main. It was founded in 1975 as a company under private law. The German Federal Ministry for Economic Cooperation and Development (BMZ) is its major client. The company also operates on behalf of other German ministries, the governments of other countries and international clients, such as the European Commission, the United Nations and the World Bank, as well as on behalf of private enterprises.

GTZ works on a public-benefit basis. All surpluses generated are chanelled back into its own international cooperation projects for sustainable development. GTZ has operations in more than 120 countries in Africa, Asia, Latin America, the Mediterranean and Middle Eastern regions, as well as in Europe, Caucasus and Central Asia. It maintains its own offices in 92 countries. The company employs nearly 12,000 staff, more than 9,000 of whom are national personnel. About 1,500 people are employed at Head Office in Eschborn near Frankfurt am Main and at various locations within Germany.

Danish International Development Agency (DANIDA)

Ghana has declared the present era "The Golden Age of Business" with the private sector as the engine of growth to reduce poverty. To support the countries efforts the Ministry of Foreign Affairs of Denmark launched in 2003 its Business Sector Programme Support (BSPS).

The programme concentrates on five components:

  • Improving legal and juridical environment for business,
  • Strengthening the culture of business,
  • Supporting the development of small enterprises and
  • Improving the access to markets and
  • Strengthening the labour markets.

In this wider context Danida aims via SPEED at improving the ability of financial institutions to deliver services and capital to small enterprises and facilitate business development in the selected sectors. Danida works to increase aid effectiveness and attaches high importance to donor co-operation and harmonisation. That is why almost all components are implemented in various partnerships with other national and international development partners.
